Bildung 2025 – Die Rolle von Bildung in der österreichischen Wirtschaft

Abstract

Die Studie unterstreicht die Bedeutung von Ausbildung für den Erhalt der Wettbewerbsfähigkeit Österreichs. In Österreich vollzog sich ein im EU-Vergleich überdurchschnittlicher Wandel hin zu wissensintensiven Branchen, bei gleichzeitig anhaltendem Erfolg von Branchen, die auf mittlere berufsspezifische Qualifikationen setzen. Dadurch steigt die Nachfrage nach höheren Qualifikationen, während der Bedarf an Arbeitskräften mit mittleren berufsspezifischen Qualifikationen hoch bleibt. Bisher konnte die Qualifikationsangebotsseite auf diese bipolare Entwicklung mit einem Upskilling reagieren: Der Anteil der Personen mit höherer Qualifikation und berufsspezifischer mittlerer Qualifikation an der Erwerbsbevölkerung steigt, während der Anteil niedriger Qualifikationen (höchstens Pflichtschulabschluss) zurückgeht. Eine weitere adäquate Begleitung des Strukturwandels erfordert aber zusätzliche Anstrengungen des Bildungssystems für den Erhalt der Wettbewerbsfähigkeit. Besonderes Augenmerk sollte auf die Qualität des formalen Erstausbildungssystems, auf die Zusammensetzung der angebotenen Qualifikationen sowie auf die Verschränkung von Aus- und Weiterbildung in einem gemeinsamen abgestimmten Qualifikationssystem gelegt werden.
