Tarifregulierung zwischen Fläche und Betrieb: Koordinierung und Praxis in der Chemie- und der Metallindustrie

Abstract

Die Bedeutung betriebsbezogener Unterschreitungen der Flächentarifvertragsnormen hat seit einigen Jahren spürbar zugenommen. Die Folgen dieser Tarifabweichungen für die Bindekraft der Flächentarifverträge entscheiden sich daran, ob es den Gewerkschaften gelingt, die Inhalte und Prozesse der Unterschreitung von Tarifnormen effektiv zu kontrollieren. Das Kontrollproblem wird am Beispiel der chemischen Industrie und der Metallindustrie untersucht, die beide Schlüsselbranchen der Tarifabweichung sind. In beiden Branchen ist eine Verbesserung sowohl der inhaltlichen als auch - und als Voraussetzung dafür - der prozeduralen Kontrollpraxis der jeweiligen Gewerkschaft erkennbar. Allerdings bestehen zwischen den Branchen deutliche Unterschiede in den lokalen Aushandlungspraktiken. Ein entscheidender Punkt dabei ist die Prozessbeteiligung der Gewerkschaftsmitglieder, die einen Beitrag zur Stärkung der gewerkschaftlichen Organisationmacht im Betrieb leisten kann.
