Liberalisierung und Privatisierung öffentlicher Dienstleistungen und die Erosion des Flächentarifvertrags

Abstract

Der Beitrag gibt zunächst einen Überblick über den anhaltenden Beschäftigungsrückgang in den von Privatisierung und Liberalisierung betroffenen Branchen in Deutschland. Dass Liberalisierungsmaßnahmen zu einer Schwächung der gewerkschaftlichen Interessenvertretung und zu einer Verschlechterung von Arbeitsbedingungen beigetragen haben, zeigt die anschließende Analyse der Veränderung von Tarifstrukturen. Danach ist es in den liberalisierten Dienstleistungssektoren zur Abkopplung vom Tarifgefüge des öffentlichen Dienstes und zur Herausbildung konkurrierende Arbeitsregime gekommen. Das Ergebnis sind nicht nur fragmentierte Tariflandschaften mit ausgeprägter Tarifkonkurrenz zwischen öffentlichen und neuen privaten Unternehmen, sondern auch äußerst heterogene Arbeitsbedingungen innerhalb einzelner Unternehmen.
