Fallbearbeitung nach SGB II - Beobachtungen aus dem Inneren der 'black box'

Abstract

Trotz des enormen Aufschwungs, den die Arbeitsmarktforschung mit der Evaluation der neuen deutschen Arbeitsmarktgesetzgebung genommen hat, bleiben die arbeitsmarktnahen Dienstleistungen bislang fast völlig unerforscht. Dieser Beitrag riskiert einen Blick auf konkrete Interaktionen zwischen Fachkräften und Adressatinnen: In einer Konzeptstudie wurde die Bearbeitung von 20 Fällen bei drei Trägern der Grundsicherung für Arbeitsuchende über sechs Monate hinweg direkt und möglichst vollständig beobachtet. Dabei ließen sich Probleme des sozialen Handelns und der Dienstleistungsbeziehung unter den Bedingungen von "Hartz IV" identifizieren. Als zentral erweist sich die Frage, wie unter den gesetzlichen Vorgaben des "Forderns und Förderns" der persönliche Beratungs- und Vermittlungsauftrag entstehen kann, der Voraussetzung einer sozialen Dienstleistung ist.
