Реформи У Галузі Охорони Здоров’Я У Латвії

Abstract

У роботі розглядаються реформи системи охорони здоров’я в Латвії на основі Гарвардського підходу. Постійні перетворення системи, виконані без продуманого плану, призвели до відносно мізерних покращень у сфері охорони здоров’я та фінансового навантаження для громадян. Обсяг змін був обмежений переважно платіжними та організаційними виступами, які, хоча ефективні у покращенні фінансових стимулів для спонсорів, були недостатніми для боротьби з проблемами у сфері задоволення пацієнтів або у сфері фінансового захисту. Латвія навряд чи буде прикладом того, як слід реформувати медичну галузь в Україні.
