Országos jövedelempolitikai megállapodások. A múlt és a lehetséges jövő
[National income-policy agreements. The past and the potential future]

Abstract

Az ÉT (ma az OMT és a Gazdasági Tanács) résztvevői régóta érdekeltek az adó- és a járulékrendszer olyan átfogó átalakításában, amely az eddigieknél, illetve a mainál kedvezőbb feltételeket teremtene a vállalkozások számára, csökkentené működési költségeiket, s ezáltal javítaná a foglalkoztatás esélyeit, azaz végső soron erősítené a munkavállalók és szakszervezeteik pozícióit is. Egy ilyen reformhoz amibe szükséges az érintettek, illetve az érdekeltek bevonása egyebek közt az országos érdekegyeztetés átalakított intézményei (OMT és a Gazdasági Tanács) adhatnak megfelelő intézményes keretet. Az eddigi állapotokhoz képest tehát nem a jövedelempolitikai tárgyalások és megállapodások kiiktatása jelentheti az előrelépést, hanem ezek reális helyének és funkcióinak kijelölése. Az, hogy erre sor kerül-e, az ezúttal is a kormányzati politikai szándékok és érdekeltség függvénye.
