Szabályozási tesztkörnyezet az energetikában: innováció és szabályozás

Abstract

A tanulmány a szabályozási tesztkörnyezet (regulatory sandbox) intézményét vizsgálja, áttekinti kialakulásának okait, összegyűjti a szakirodalomban a különböző szektorokban működő szabályozási tesztkörnyezetek előnyeit és hátrányait, valamint kitér annak korlátaira. Ezt követően a külföldi legjobb gyakorlatok alapján meghatározza a szabályozási tesztkörnyezet sarokköveit, és csoportosítja az elérhető "szolgáltatásokat". Az általános elemzés után az energetikai szektorban működő szabályozási tesztkörnyezetek legjobb gyakorlatainak bemutatására kerül sor, ennek keretében az Egyesült Királyságban és Németországban működő modelleket részletesen is tárgyalja, valamint áttekinti még azokat a további szabályozási tesztkörnyezeteket, amelyek értékes tapasztalattal szolgálhatnak egy esetleges hazai implementáció során. A tanulmány utolsó része a hazai szabályozási tesztkörnyezet lehetőségeit boncolgatva röviden javaslatot tesz egy "magyar modell" kialakítására az energetikában.
