Egykulcsos jövedelemadó és gazdasági növekedés
[Single-rate income tax and economic growth]

Abstract

Az egykulcsos személyi jövedelemadó bevezetéséhez kapcsolódó kormányzati várakozások túlzottak voltak: mind a kereslet, mind a lakossági és az országos szintű megtakarítások növekedése elmaradt a várt mértéktől, és a kínálati hatások sem a remélt módon alakultak. Az egykulcsos adó bevezetésének keresleti hatása azért is gyenge, mert csak a jómódúak nettó jövedelme növekedett, és mivel a magyar gazdaság importfüggősége kimagaslóan nagy, az indukált keresletnövekedés nagyrészt az importot, nem pedig a belső keresletet növeli. A tehetősek megtakarítási határhajlandósága érzékeny ugyan a személyi jövedelemadó csökkentésére, de az országos szintű megtakarítási hányad mégsem emelkedik: az egykulcsos adó bevezetése miatt közel annyival nő meg az államháztartás deficitje, mint amennyivel nagyobb lett a jómódúak nettó jövedelme. Az egykulcsos adó bevezetésének kínálati hatása is nagyon erőtlen. Alig nőhet a foglalkoztatás, az adócsökkentés deficitnövelő hatása miatt bevezetett bank- és válságadók, továbbá a devizahitelek végtörlesztésének rendszere rontják a bankok hitelezési hajlandóságát és képességét.
