Análisis del régimen de jubilaciones y pensiones de los trabajadores del Instituto Mexicano del Seguro Social(IMSS ) contratados antes de julio de 2008

Abstract

En la presente investigación se analiza la viabilidad financiera del régimen de jubilaciones y pensiones de los trabajadores del Instituto Mexicano del Seguro Social (imss), a partir de las características particulares del plan de pensiones y la manera en que éste se financia. La aportación de esta investigación consiste en clarificar los principios del régimen de jubilaciones con relación al marco teórico sobre la materia al demostrar que no es necesario que el Estado absorba de manera indefinida el pago de las pensiones de los trabajadores del imss, contratados antes de julio de 2008, que corresponde a un universo de 541 983 trabajadores con derecho a jubilación. La hipótesis es que siempre y cuando los recursos aportados por los trabajadores, se inviertan de manera efectiva y transparente es posible generar las reservas económicas necesarias y suficientes para hacer sustentable el plan de retiro y por lo tanto no representa una carga fiscal para el Estado. Los resultados muestran que a partir de un monto inicial que representa las aportaciones de los trabajadores a la fecha o reservas actuariales, operado con estrategias de inversión bien supervisadas, una reforma paramétrica hubiese bastado para darle viabilidad al plan de jubilaciones de los trabajadores del imss sin necesidad de reformarlo de manera estructural y convertirlo en un plan de capitalización pura que corresponde a la reforma de 2008./ This research analyzes the financial viability of the scheme of retirement and pensions of workers of the Mexican Social Security Institute (imss), on the particular features of the pension plan and how it is financed. The contribution of this research is to clarify the principles of the system of pensions in relation to the framework on the subject to show that it is not necessary to State to absorb the imss, workers hired by July 2008, which corresponds to a universe of 541 983 employees eligible for retirement, pension payments indefinitely the hypothesis, which provided resources contributed by workers, invest in effective and transparent way possible generate economic reserves needed to make sustainable retirement plan and therefore will not be a burden to the State. The results show that from an initial amount representing workers contributions to date, operated well supervised investment strategies, parametric reform would have sufficed to give viability imss without reformed structurally and turn it into a pure capitalization that corresponds to the 2008 reform plan workers pension plan.
