Abstract

In this paper we introduce, without detriment to the history, tradition and will that has existed in both government departments and agencies of higher education in Mexico as the sep or anuies, if there is a great vision of state at the macro level we will be expected the emergence of a national policy and strategy, that it will allow alternative development of distance education, parallel to traditional education. The main purpose of this paper is to propose some guidelines of this possible national policy and strategy, allowing our country and its population with higher studies age, participate actively and to introduce into the facets of the knowledge society, as the is distance education.
