Federalismo fiscal, el ramo 33 y su efecto sobre el crecimiento y la distribución del ingreso: datos para méxico

Abstract

Cada año el gobierno federal en México distribuye recursos a entidades y municipios de manera progresiva a través del ramo 33, el cual se orienta principalmente al gasto social. Este recurso tiene como objetivo descentralizar responsabilidades, proveer ingreso de manera regular a entidades locales y distribuir el ingreso entre las regiones. A través de regresiones con datos de panel y quintiles, y usando una base de datos compuesta de ocho observaciones anuales (2003-2010) a lo largo de 31 entidades encontramos que el ramo 33 tiene un efecto positivo en el crecimiento económico, además evidencia de que reduce la desigualdad entre entidades pero el efecto no es robusto. Dentro de las entidades el gasto público social reduce la desigualdad en el largo plazo./ Every year the federal government in Mexico allocates resources to entities and municipalities in a progressive way through the item 33, which is oriented mainly to social expenditure. This resource is aimed at decentralising responsibilities, providing regular revenue to local entities and distributing income across regions. Trough panel data and quintile regressions, and using a data set across 31 entities over 8 years (2003- 2010), we find that the item 33 has a positive effect on economic growth, and there is evidence that reduces inequality between entities but the effect is not robust. Within entities, the social public expenditure reduces inequality in the long run
