Mejora del servicio de agua: el caso de Manila para replicar en México

Abstract

El estudio presenta la reciente experiencia de dos proveedores de agua en países en desarrollo: Maynilad en Manila, Filipinas, el cual ha alcanzado mejoras significativas en términos de eficiencia y calidad en los últimos años, y SACMEX en la Ciudad de México que aún enfrenta muchos retos. A su vez analiza si el segundo está en posibilidades de emular la experiencia del primero. Adicionalmente, el artículo contrasta el caso de las dos firmas con literatura relevante relacionada al tema de determinantes y manejo de eficiencia y calidad en los proveedores de agua. Argumentamos que SACMEX puede emular muchos aspectos de la experiencia de Maynilad porque ha empezado recientemente un ambicioso programa de inversión en el corto y largo plazo, con metas específicas en términos de eficiencia, equidad y sustentabilidad. No obstante, es importante que este proveedor de agua alcance más autonomía de gestión, con el fin de que ostente el control de sus propios ingresos y tenga la posibilidad de fijar tarifas adecuadas./ The study presents the recent experience of two water utilities in developing countries: Maynilad in Manila, Philippines, which has achieved significant improvements, in terms of efficiency, quality and performance over the last few years, and SACMEX in Mexico City, which still faces many challenges, and analyses if the later can emulate the experience of the former. In addition, the paper contrasts the two firms cases with relevant literature related to determinants and management of efficiency and quality in water utilities. We assert that SACMEX can emulate many aspects of the Maynilad experience because it has recently started an ambitious investment program and set short and long-term plans with specific targets in terms of efficiency, equitability and sustainability. Nevertheless, it is important that this water provider achieves more management autonomy to have control of its revenue and to have the possibility to set fair tariffs.
