Yolsuzlukla mücadelede bir temel soru(n): Kurumsal tekelcilik mi, çoğulculuk mu?

Abstract

Bu çalışmanın odağında yolsuzlukla mücadelede kurumsal seçenekler konusu bulunmaktadır. Yazıda ilk olarak yolsuzlukla mücadelede yetkili tek bir kurum olması durumu ile birden fazla kurumun yetkili olduğu bir kurumsal yapının üstünlükleri ve zayıflıkları ana hatlarıyla ele alınmaktadır. Ardından, bazı uluslararası kuruluşların ortaya koyduğu veriler çerçevesinde, Türkiye dahil yirmibeş ülkenin yolsuzlukla mücadeleye dönük kurumsal yapılanmaları ve performansları karşılaştırmalı olarak incelenmektedir. Bu bağlamda, yolsuzluklarla mücadelede yetkili tek bir kurum oluşturmanın yegane seçenek olmadığı, mevcut kurumların yetki, kaynak, bağımsızlık ve hesap verebilirliklerinin artırılması durumunda yolsuzlukla mücadelede başarının sağlanabileceği gözlemlenmektedir. Ayrıca, ülkenin genel idari yapısındaki açıklık, katılımcılık ve hesap verebilirlik düzeyinin yolsuzlukla mücadele sürecinde başarı için son derece önemli olduğu vurgulanmaktadır Yazı, kısa bir değerlendirme ile sona ermektedir.
