Scientific Paradigm of Information Support for Management of Biogenergy Development in Ukraine

Abstract

In the world and in the EU countries, sustainable development of bioenergy is observed, which cannot be managed without adequate information support. The purpose of the article is to form the scientific paradigm of information support for managing the bioenergy industry and determining its main links, especially in the part relating to agriculture. Determining the directions of the formation of the scientific paradigm carried out within the framework of logical blocks: the development of the bioenergy industry; scientific and investment and innovation development support; information support; environmental and social aspects of bioenergy. It was established that the trend towards an increase in the production of renewable energy from biomass and the growth of their share in the structure of gross final energy consumption actualizes the problem of market formation, perfect management and appropriate information support at the level of modern data management technologies. It was recognized that Ukraine's joining international energy programs requires the comparability of information on many criteria, primarily statistical. The conceptual model of the formation of information flow in accordance with the levels of management for the implementation of the energy strategy in terms of bioenergy was developed. The some issues of the algorithm of accounting support for the creation of raw materials and biofuels for agricultural enterprises, environmental aspects of bioenergy, as well as the relationship of the problem being studied with the development of the economy, innovation, agricultural production were disclosed. The authors' proposals will contribute to solving the problems of forming reliable information support for the process of managing the development of bioenergy at the levels of production, regional and state management.
