Регионы России: Вялотекущий Кризис Продолжается

Abstract

В 1-ом полугодии 2016 г. региональная картина кризиса изменилась несущественно. Наиболее острыми проблемами остаются спад доходов населения и потребления в подавляющем большинстве регионов. Несколько уменьшилось число регионов, в которых продолжалось снижение инвестиций, при этом в 2/3 регионов сокращаются объемы жилищного строительства. В то же время стало меньше регионов со спадом промышленности. Состояние бюджетов регионов не изменилось. Как и годом ранее, дефицит имели 2/3 регионов, к концу 2016 г. их число вырастет. Объем долга не сократился, неизменен и список наиболее закредитованных регионов, а в структуре долга заметно снизилась доля дорогих кредитов банков за счет бюджетных кредитов Минфина.
