Возможности И Темпы Сокращения Странами Ес Импорта Природного Газа Из России

Abstract

В статье проанализированы возможности сокращения импорта природного газа странами ЕС из России. Наращивание добычи газа в ЕС маловероятно, а снижение внутреннего спроса потребует принять ряд радикальных мер. Эти меры не могут компенсировать более 40% от импорта газа из РФ. В промышленных объемах газ транспортируют газопроводами (ГТС) или танкерами, если топливо поставляется в сжиженном виде (СПГ). Возможности значительного наращивания через ГТС ограниченны. Наращивание импорта СПГ является наиболее реалистичным способом осуществления планов ЕС. Перечисленные меры могут компенсировать импорт РФ в ближайшие годы. ЕС может нарастить импорт СПГ за счет переориентации поставок из других стран или роста добычи, например, в США. Однако настройка ГТС может потребовать дополнительного времени. Статья подготовлена в рамках выполнения научно-исследовательской работы государственного задания РАНХиГС при Президенте Российской Федерации.
