Оценки Влияния Кризиса На Развитие Малого И Среднего Бизнеса По Итогам 2020 Г.: Сбылись Ли Прогнозы Начала Года?

Abstract

Текущий кризис, по ранним оценкам, затронул около 75% субъектов МСП, однако, по данным Единого реестра МСП, в 2020 г. число субъектов МСП сократилось менее чем на 4%, а численность занятых вообще немного выросла. Однако оборот малых компаний снизился на 3 млрд руб., или на 11% в текущих ценах, а оборот средних вырос на 1,4 млрд руб., или на 23%, в том числе вследствие увеличения числа средних компаний. Это можно объяснить как статистическими особенностями, так и влиянием антикризисных мер. Реальные последствия кризиса будут известны лишь к концу 2021 г. Из-за особенностей критериев отбора (коды ОКВЭД, реестр МСП) меры поддержки не всегда достигали целевой аудитории; отдельные компании скорректировали свой код ОКВЭД для получения поддержки. Востребованные меры были недостаточно масштабны по сравнению с более развитыми странами. В будущем потребуется введение более дифференцированного подхода при применении ограничительных мероприятий. Необходимы продление и расширение способов поддержки МСП в условиях сохранения противоэпидемиологических ограничений. Статья подготовлена в рамках выполнения научно-исследовательской работы государственного задания РАНХиГС.
