Тенденции И Факторы Развития Малого И Среднего Бизнеса В Регионах России В Период Коронакризиса

Abstract

В 2020 г. малый и средний бизнес (МСП) пострадал от противоэпидемиологических мер и падения доходов населения. Мы стремились выявить тенденции и факторы, влияющие на динамику сектора МСП в регионах России. Более сильное сокращение числа субъектов МСП наблюдалось в крупнейших агломерациях, северных сырьевых и приграничных регионах, на что слабо отрицательно повлияла степень строгости карантинных мер, а положительно – сравнительно высокий уровень доходов населения, благоприятный бизнес-климат и большой размер потребительского рынка. Рост занятости в секторе МСП в России частично объясняется антикризисными мерами, переходом ряда крупных компаний в статус средних, а также статистическими эффектами. В агломерациях с большими рынками и высоким уровнем цифровизации занятость выросла сильнее. Необходимо продолжить действие программ поддержки МСП в 2021 г. Особое внимание следует уделить поддержке цифровизации бизнеса, улучшению делового климата в регионах и повышению доступности для предприятий МСП крупных рынков. Статья подготовлена по основе научно-исследовательских работ, выполненных в РАНХиГС в рамках государственного задания 2020 г.
