Spillovers ed eterogeneità spaziale nell’analisi dell’efficienza economica a livello comunale: un’applicazione per i comuni dell’Emilia Romagna

Abstract

Il presente lavoro rappresenta un primo tentativo di analizzare in chiave spaziale l’efficienza conseguita a livello di governo locale in Italia, utilizzando un database di nuova costruzione, che comprende i 341 comuni della regione Emilia- Romagna. La metodologia d’analisi si basa su una procedura a due stadi. Nel primo stadio, si stimano i punteggi di efficienza attraverso il metodo non parametrico della Data Envelopment Analysis (DEA), mentre nel secondo stadio si utilizzano detti punteggi per effettuare un’analisi esplorativa dei dati spaziali (ESDA), basata sulla statistica I di Moran. I risultati mostrano che i comuni considerati sono mediamente inefficienti e che esistono fenomeni di esternalità spaziali, in grado di in- fluenzare positivamente il grado d’efficienza delle amministrazioni comunali. I comuni con un elevato livello d’efficienza, infatti, sono circondati da comuni caratterizzati da un’efficienza altrettanto elevata e viceversa. Parallelamente, si riscontra una non trascurabile evidenza di eterogeneità spaziale. Particolare attenzione è stata posta, sia in fase di costruzione della banca dati sia nel processo di stima, ai problemi di eterogeneità dovuti alla presenza di osservazioni anomale.
