Il Fabbisogno di personale e limiti di spesa nelle aziende del SSN: un nuovo strumento di governo

Abstract

Le regioni italiane sono tenute a garantire l?offerta di salute programmata in ragione dei nuovi livelli di assistenza e della revisione della rete ospedaliera. Mentre l?organizzazione dell?offerta di salute si evolve verso nuovi modelli e nuove proposte, il costo del personale risulta condannato alla staticit? e alla rigidit? del 2004, a causa dell?imposizione di un limite mirato al contenimento della spesa sanitaria inadatto allo scopo per il quale ? stato creato. Tale limite fa riferimento a un modello organizzativo superato e non tiene conto delle innovazioni e dei cambiamenti intervenuti nel Servizio Sanitario Nazionale (SSN) negli ultimi 15 anni. Per queste ragioni, gli autori suggeriscono due proposte di lavoro per superare il limite attuale e affrontare le criticit? che ha indotto, mediante la creazione di uno strumento di controllo della spesa pi? flessibile ed elastico, in grado di rappresentare le reali necessit? delle aziende sanitarie.
