Regionalismo differenziato: il caso dell?Emilia-Romagna

Abstract

Il cd. regionalismo differenziato ai sensi dell?art. 116 comma 3 della Costituzione pone una serie di problematiche interpretative e attuative di grande rilievo. La proposta avanzata dalla Regione Emilia-Romagna, per le sue peculiari caratteristiche, pu? forse aiutare ad individuare un modello ragionevole di attuazione del processo. Il contributo ripercorre ragioni ed elementi distintivi di questa proposta, verificandone la coerenza rispetto alle condizioni e ai limiti generali entro i quali, nell?ordinamento italiano, ? concepibile una forma di regionalismo asimmetrico ulteriore rispetto a quella che riguarda le Regioni a statuto speciale.
