Efectos de la provisión pública de educación preescolar sobre la asistencia y la participación laboral femenina. Evidencia para el caso uruguayo

Abstract

Background: This research estimates the effect of an expansion policy in the provision of public preschool places in Uruguay in the mid-1990s, on the preschool attendance of four and five year old children and on the participation of mothers in the labor market. Methodology: The identification strategy exploits the differences in the number of new places available across regions. Results: The results indicate that the expansion of places increased attendance to preschools although the take up rate was relatively low. This was partially because the expansion of public places crowded out the attendance to private schools, particularly among children of high-skill mothers. The policy was much more effective in increasing the attendance of children of low-skill mothers. For this group of mothers, however, we did not find any effect of the policy on their labor market outcomes. // Antecedentes: en este trabajo se estima el efecto de una política de expansión de plazas preescolares públicas realizada en Uruguay a mediados de la década de 1990, sobre la asistencia de niños de cuatro y cinco años y sobre la participación de las madres en el mercado de trabajo. Metodología: la estrategia empírica explota las diferencias en el número de nuevas plazas disponibles entre regiones del país. Resultados: se indica que la expansión de plazas aumentó la asistencia a un centro preescolar, aunque la tasa de take up fue relativamente baja. La razón sería, al menos en parte, que la expansión de plazas públicas desplazó la asistencia a centros privados, en particular de los hijos de madres calificadas. Si bien en el caso de las madres con bajas calificaciones, para quienes la política fue más efectiva, era esperable encontrar algún efecto en el empleo, nuestros resultados indican que no los hubo.
