Inversión privada y "efecto arrastre" de la deuda externa en la América Latina

Abstract

Introducción. Desde 1982 la crisis de la deuda externa latinoamericana ha ocupado la atención de políticos y analistas de la región. En los primeros años de la crisis muchos observadores hicieron hincapié en el tamaño de la deuda y en la amenaza que ésta significa para los sistemas financieros estadunidenses y europeo. Algunos autores modelaron la relación deudor-acredor como una especie de juego reiterativo, cuyos posibles resultados incluían el repago, la reprogramación o el repudio(vease por ejemplo, Bulow y Rogoff, 1989). Es evidente que los responsables de la política de los Estados Unidos visualizaron la crisis de esta manera y buscaron una estrategia destinada a asegurar que los deudores latinoamericanos mantuvieran el servicio de la deuda a pesar del daño macroeconómico que dicho repago causaba en toda la región(vease Sachs, 1986)...
