El reto de integrar la presupuestación pública con la evaluación de políticas

Abstract

Con el objetivo de lograr una mayor eficiencia asignativa y operativa, multitud de administraciones públicas han tratado de implementar la presupuestación por resultados, la cual presenta importantes retos y dificultades, entre ellas, la integración y utilización efectiva de las evidencias aportadas por la evaluación de políticas para la toma de decisiones presupuestarias. El presente artículo ofrece una visión general del estado actual de la integración y uso de la evaluación para la presupuestación, así como identifica las principales dificultades descritas por la literatura y experiencia comparada para dicha conexión. Finalmente, se ofrece una relación de posibles recomendaciones para una mayor integración entre la presupuestación y la evaluación, las cuales comprenden tanto el sistema gubernamental de evaluaciones como el propio sistema presupuestario.
