El marco institucional para la evaluación de políticas públicas en España

Abstract

El objetivo de este trabajo es presentar las razones por las que es necesario evaluar las políticas públicas, tanto ex-ante como ex-post, y las principales directrices que han de guiar tal evaluación. En este sentido hemos repasado la experiencia española en este ámbito. Así comenzamos considerando algunos principios generales que debe respetar cualquier sistema riguroso de evaluación de políticas públicas, con especial atención a la independencia del órgano evaluador. Posteriormente, revisamos los fracasados intentos pasados de instaurar una cultura de evaluación en España. Analizamos en detalle y valoramos el anteproyecto que culminó en la ley de Institucionalización de la Evaluación de las Políticas Públicas (Ley 27/2022, de 20 de diciembre). Concluimos con algunas propuestas para mejorar la evaluación de políticas públicas en España.
