Abstract

This article provides information on the purpose, nature and effectiveness of labour market services in Latin America and the Caribbean. This paper describes first the characteristics of the Latin American labour market, followed by a discussion on the role of labour market services in the region in comparison with that of the OECD countries. The article then presents information on labour market services implemented in Latin America since 1990, and summarizes the existing empirical evidence on their effectiveness. Although the presence of labour market services has increased in the region, most of these interventions have focused on improving the management of existing systems rather than undertaking institutional reforms that would improve their scope and effectiveness.
