Abstract

This article sets out to help explain the main characteristics of publicly-run employment services at EU and Member State levels. More specifically, it focuses on the specific, innovative features of Lanbide, the Basque employment service, which is the Basque government’s main tool for handling employment policy. Lanbide is an instrument that features innovative services to meet needs in a scenario of technology-based solutions and transformational organisational processes that are changing the labour market. The article focuses on the importance of information in an active policy to drive services in a mature society as regards consumption of information and advanced technological resources. Finally, it shows Lanbide’s strategy of anticipation and prospecting, which has been used to develop specific models for the Basque labour market with the FUTURELAN qualitative econometric prospecting model.
