Abstract

The aim of this paper is to analyse the role of active labour market policies in Spain, focusing on role played by the public employment service (PES), training, and employment incentives. Data show the scarce role of PES as intermediary in all autonomous communities, although there are some significant regional differences. We also obtain low participation rates in training for unemployed workers. On the contrary, the majority of the resources are targeted to employment incentives, despite their foreseeable deadweight effect given their characteristics. Finally, we present a discussion on the main guidelines to reform active labour market policies in order to improve their efficiency.
