9-Euro-Ticket: Niedrigere Preise allein stärken Alltagsmobilität mit öffentlichen Verkehrsmitteln nicht

Abstract

Mit dem 9-Euro-Ticket wollte die Bundesregierung im Sommer 2022 die Menschen einerseits finanziell von den stark gestiegenen Energiepreisen entlasten und andererseits zum Umstieg auf den Öffentlichen Personennahverkehr (ÖPNV) motivieren. Um die Auswirkungen des deutschlandweit gültigen Tickets auf Mobilität und Nutzung des ÖPNV zu analysieren, werden in diesem Wochenbericht erstmalig die Bewegungsdaten eines bundesweit repräsentativen Mobilitäts- Trackings-Panels mit Informationen aus Befragungen in den Gültigkeitsmonaten zusammengeführt. Die Ergebnisse zeigen, dass das 9-Euro-Ticket nicht zu einem Umstieg hin zum ÖPNV in der Alltagsmobilität führte. Stattdessen entlastete das Ticket Personen finanziell, die den ÖPNV auch ohne das Angebot regelmäßig nutzen. Insbesondere profitierten Haushalte mit niedrigem Einkommen sowie junge Menschen unter 30 Jahren. Außerdem wurde das Ticket kurz nach seiner Einführung sowie kurz vor seinem Ende intensiv im Ausflugsverkehr genutzt. Um die Rolle des ÖPNV dauerhaft zu stärken, reichen günstige Ticketangebote nicht aus. Vielmehr muss das Angebot an öffentlichen Verkehrsmitteln ausgebaut und verbessert werden, um die Akzeptanz des ÖPNV in der Bevölkerung zu steigern.
