Anreize für die langfristige Integration von erneuerbaren Energien: Plädoyer für ein Marktwertmodell

Abstract

Durch die steigenden Anteile erneuerbarer Energien an der Stromproduktion wird die kostengünstige Systemintegration der Anlagen immer wichtiger. Als systemfreundlich werden dabei Technologien und Standorte bezeichnet, die günstiger und einfacher zu integrieren sind, weil sie, im Gegensatz zu anderen Anlagen, zu Zeiten produzieren, in denen der Strom besonders wertvoll ist. Dieser Bericht zeigt, dass ProjektentwicklerInnen Im Bereich erneuerbare Energien in Deutschland bisher nur schwache Anreize haben, in systemfreundliche Anlagen zu investieren. Basierend auf fünf Kriterien für die Weiterentwicklung von Förderinstrumenten wird ein Marktwertmodell abgeleitet, welches ausreichende Anreize für Investitionen in systemfreundliche Anlagen schafft und zugleich zusätzliche Finanzierungsrisiken für ProjektentwicklerInnen vermeidet. Durch ein solches Modell, basierend auf einen Marktwertfaktor, können die Kosten für die Förderung erneuerbarer Energien und somit auch für Umlagen im Stromsystem und für die Energiewende insgesamt, langfristig niedrig gehalten werden.
