Abstract

Wenngleich sich die Nebel etwas gelichtet haben, ist doch die Sicht auf die weitere wirtschaftliche Entwicklung alles andere als klar. So schlummern im Finanzsektor aufgrund fauler "Wert"papiere noch Risiken in unbekannter Höhe, die Dank staatlich zugelassener Bilanzkosmetik noch nicht die Eigenkapitalbasis der Finanzinstitute belasten. Sehr große Risiken bestehen auch in manchen Staaten Osteuropas, die hoch verschuldet sind. Insbesondere für die exportorientierten Volkswirtschaften birgt nicht zuletzt der drohende Protektionismus erhebliche Gefahren. Inzwischen mehren sich zwar die Anzeichen, dass die in ihrem Tempo bisher nicht gekannte Talfahrt der Produktion gestoppt ist. Allerdings dürfte die Erholung in den Industriestaaten nur bescheiden ausfallen. Ein stärkeres Wachstum ist allenfalls in einigen Schwellenländern zu erwarten. Im Folgenden wird ein Szenario für die weitere wirtschaftliche Entwicklung in diesem Jahr sowie für 2010 vorgelegt. Im Frühjahr hatte das DIW Berlin noch auf eine Prognose für das kommende Jahr verzichtet. Dafür sprach vor allem, dass damals die Daten einen sich beschleunigenden Einbruch der Wirtschaftsleistung signalisierten, sodass die von vielen Seiten veröffentlichten Prognosen in sehr kurzen Zeitabständen immer mehr nach unten revidiert wurden. Nun scheint der Konjunkturverlauf wieder etwas überschaubarer zu sein.
