Verhaltensweisen und Einstellungen der Bevölkerung hemmen die Innovationsfähigkeit in Deutschland

Abstract

Das DIW Berlin hat im vergangenen Jahr im Auftrag der Deutsche Telekom Stiftung und des Bundesverbandes der Deutschen Industrie (BDI) einen Gesamtindikator der Innovationsfähigkeit für Deutschland und weitere 12 weltweit führende Industrieländer entwickelt. Dabei wurden neben der Leistungsfähigkeit des nationalen Innovationssystems erstmals auch Verhaltensweisen und Einstellungen der Bevölkerung bewertet, die das gesellschaftliche Klima für Innovationen bilden. In den führenden Industrieländern zeigt sich ein enger Zusammenhang zwischen der Innovationsfähigkeit und dem gesellschaftlichen Innovationsklima, darunter insbesondere mit den Faktoren Sozialkapital, naturwissenschaftliches Grundwissen, Einstellungen zu Wissenschaft und Technik, Arbeitsmotivation sowie rationale und tolerante Grundeinstellungen der Bevölkerung. Für Deutschland fällt die Bewertung von innovationsfördernden Verhaltensweisen und Einstellungen der Bürger (Platz 10) deutlich schlechter aus als die Bewertung der Rahmenbedingungen des Innovationssystems (Platz 6). Deutschland hat hier im internationalen Vergleich vor allem Nachteile bei der Risikobereitschaft und bei der Beteiligung von Frauen an Innovationsprozessen.
