Die UMTS-Lizenzvergabe in Deutschland: Auktionsverfahren unbefriedigend

Abstract

Vom 31.7.2000 an findet die Versteigerung der deutschen Lizenzen für den neuen Mobilfunkstandard UMTS statt. Die Auktion der britischen Lizenzen hatte im März diesen Jahres mit 75 Mrd. DM unerwartet hohe Erlöse erbracht. Angesichts des deutlich größeren Marktpotentials wurden daraufhin für Deutschland Beträge von bis zu 120 Mrd. DM für möglich gehalten. Die Mobilfunkmärkte entwickeln sich derzeit sehr dynamisch. Zu hohe Lizenzgebühren für UMTS würden jedoch die Preise für die breitbandigen Mobilfunkdienste unnötig verteuern und damit die Verbreitung dieser neuen Technologie behindern, was technologie- und standortpolitisch nachteilig für Deutschland und Europa wäre. Mittlerweile scheint sich aber die Einschätzung durchzusetzen, dass mit Lizenzeinnahmen in Größenordnungen wie in Großbritannien nicht zu rechnen ist. Tatsächlich ist die Zahl der Bieter um die deutschen UMTS-Lizenzen bereits gesunken und gegenwärtig zeichnet sich eine Konstellation ab, die sogar die vom Finanzministerium geschätzten 20 Mrd. DM fraglich erscheinen läßt.
