Zur Rolle industrieller Beziehungen in der sozial-ökologischen Transformation

Abstract

This paper examines the role of industrial relations in the socio-ecological transition and, in particular, in the decarbonization of the German economy. It shows that by using cooperative practices within established industrial relations, social partners can contribute to the formulation and implementation of strategies that promote sustainability, reduce emissions and advance the transition to a carbon-neutral economy. With an institutionalized decision-making and consensus-building process, the social partnership has important tools that can contribute to the successful implementation of climate change policies in Germany. In this way, public policy goals can be achieved while taking into account the interests of both workers and employers. We argue that the German economic model is better suited to handle the ecological transition than the Anglo-Saxon model. This is because it can reduce conflict costs and enable innovative co-design of transformation measures. Dieser Beitrag analysiert die Bedeutung der industriellen Beziehungen bei der sozialökologischen Transformation und insbesondere der Dekarbonisierung der deutschen Wirtschaft. Er zeigt, dass die Sozialpartner durch die Nutzung von bewährten kooperativen Praktiken im Rahmen etablierter industrieller Beziehungen zur Formulierung und Umsetzung von Strategien beitragen können, die Nachhaltigkeit fördern, Emissionen reduzieren und den Übergang zu einer klimaneutralen Wirtschaft vorantreiben. Mit einem institutionalisierten Entscheidungsfindungs- und Konsensbildungsprozess besitzt die Sozialpartnerschaft wichtige Instrumente, die zu einer erfolgreichen Umsetzung der Klimaschutzmaßnahmen in Deutschland beitragen können. Dadurch lassen sich Gemeinwohlziele erreichen und gleichzeitig die Interessen sowohl der Arbeitnehmer als auch der Arbeitgeber berücksichtigen. Es wird argumentiert, dass das deutsche Wirtschaftsmodell prinzipiell besser als das angelsächsische Modell dafür geeignet erscheint, die ökologische Transformation zu bewältigen, weil es Konfliktkosten reduzieren und eine innovatorische Mitgestaltung von Transformationsmaßnahmen ermöglichen kann.
