Financial Literacy – Finanzielle (Grund-)Bildung – Ökonomische Bildung

Abstract

The following article portrays a comparison of different constructs which predominantly describe financial literacy and serve to elaborate distinct similarities and differences among these. On the one hand, it deals with the broad understanding of the approach to Financial Literacy implemented by the Organisation for Economic Co-operation and Development which provides two formulations: Firstly, within the context of the International Network on Financial Educationand secondly, according to the Programme for International Student Assessment in 2012 and 2015. On the other hand, it examines the general comprehension of basic education related to financial literacy and how this approach is commonly applied in continuing adult education. Nevertheless, aspects such as the adult target group’s typical and legitimate relation to everyday practice, the prioritization of efficient management of personal finance or the restriction to economic education of consumption do not meet the requirements of the profound demands of school-based education, the latter also including the formation of values and orientation capability. It will be analyszed that it is neither adequate nor particularly promising to implement financial literacy solely isolated from a broad and integrative conception of economic education. Im vorliegenden Beitrag werden verschiedene Konstrukte finanzieller Bildung verglichen, um Gemeinsamkeiten und Unterschiede herauszuarbeiten. Zum einen handelt es sich um das Verständnis von Financial Literacy, wie es von der Organisation für wirtschaftliche Zusammenarbeit und Entwicklung (OECD) in zwei verschiedenen Ausformulierungen vorliegt: zunächst im Rahmen des International Network on Financial Education (INFE), sodann im Kontext der Schulleistungsuntersuchungen im Programme for International Student Assessment/Programm zur internationalen Schülerbewertung (PISA) 2012/2015. Zum anderen handelt es sich um das Verständnis von Finanzieller Grundbildung, wie es in der deutschen Erwachsenenbildung gebräuchlich ist. Der für die Zielgruppe der Erwachsenen typische und legitime Bezug zur Alltagspraxis, die Schwerpunktsetzung beim Management der persönlichen Finanzen oder die Beschränkung auf die ökonomische Verbraucherbildung genügen jedoch nicht dem umfassenderen schulischen Bildungsanspruch, der auch Wertebildung und Orientierungsfähigkeit umfasst. Es wird herausgearbeitet, dass es nicht adäquat und zudem wenig erfolgversprechend wäre, finanzielle Bildung in der Schule isoliert implementieren zu wollen. Angemessener erscheint dagegen, sie in der Schule als Teilgebiet der umfassend und integrativ zu verstehenden Ökonomischen Bildung zu verankern.
