Energiewende in der Verflechtungsfalle: Chancen und Grenzen von Partizipation und bürgerschaftlichem Engagement in der Energiewende

Abstract

This article deals with design options and conflict types in the context of the German energy transition. In particular, this article focuses on conflict types that arise from the interaction ofthe actors involved in energy policies, their individual behavior, and different participation processes. It is argued that the conflicts described are part of local and regional participatory governance arrangements and have their origin in the different logic of action underlying centralized and decentralized infrastructures. This can lead to refusal, inefficiency,fatigue, and frustration among the involved actors. In the following, this problem of traps of social and political interrelations, interaction, interdependence and joint decisionmaking is analyzed using the example of so-called community renewable energy. This paper is based on a comprehensive literature review and empirical results from a casestudy analysis and survey Research. In diesem Beitrag geht es ausgehend von Effekten der Energiewende, hierbei insbesondere Gestaltungsmöglichkeiten und Konflikte, um eine spezifische Ebenenbetrachtung von ausgewählten Konfliktmodi in Form von Verflechtungsfallen durch involvierte Akteure, Beteiligungsverfahren und individuelle Handlungsweisen. Diese Verflechtungsfallen sind Teil von lokalen und regionalen partizipativen Governance- Arrangements und stellen – so die hier vertretene These – ein Spezifikum des Spannungsverhältnisses von zentralen und dezentralen Strukturen der Energiewende dar. Gerade das Zusammenprallen unterschiedlicher Handlungslogiken in einem stark verflochtenen System kann zu negativen Effekten in Form von Blockade, Ineffizienz, Ermüdung und Frustration führen. Diese Problematik wird anhand des Beispiels der Bürgerenergie analysiert. Die Darstellungen basieren auf einer Literaturauswertung und auf eigenen empirischen Daten aus Fallstudien und Umfrageergebnissen.
