Die Rolle der Industrie im regionalen Strukturwandel: das Beispiel Berlin

Abstract

After the fall of the Wall, the city of Berlin experienced a dramatic loss of industrial jobs, which could not be compensated for by the parallel enlargement of the service sector. In the years that followed, industry succeeded in increasing productivity, in part by expanding its capacities in research and development and by outsourcing support services to external providers. Furthermore, through targeted networking within the cluster strategy, cooperation between the rich, publicly funded research landscape of Berlin and the regional economy was supported and encouraged. In the future, this trend towards tertiarization is expected to continue as a result of digitalization in the production process. Berlin has two special potentials: It is already one of centres of the digital economy in Germany. Companies that provide their customers with programming, IT, and IT consulting services have expanded especially strongly in recent years. Through the integration of smart technology, industrial companies can expand their business models and cover more of the value chain. In particular, the geographic proximity between digital services and industrial companies in Berlin, combined with established network structures and a decade and a half of experience gained in the context of the cluster strategy can help to tap this potential, and perhaps usher in something tantamount to a renaissance of industry in Berlin. Nach dem Mauerfall setzte in Berlin ein drastischer Abbau von Industriearbeitsplätzen ein, der auch durch einen Beschäftigungsanstieg im Dienstleistungssektor nicht kompensiert werden konnte. In den Folgejahren gelang es der Industrie, ihre Produktivität zu steigern, unter anderem durch Ausbau ihrer Kapazitäten in Forschung und Entwicklung (FuE) und Auslagerung von Hilfsdienstleistungen an externe Dienstleister. Außerdem wurde im Rahmen der Clusterstrategie durch gezielte Netzwerkarbeit die Zusammenarbeit zwischen der stark ausgeprägten, öffentlichen Forschungslandschaft Berlins mit der regionalen Wirtschaft gefördert. Zukünftig dürfte sich dieser Trend zur Tertiarisierung auch durch eine Digitalisierung im Produktionsprozess fortsetzen. Berlin verfügt hier über zwei besondere Potenziale: Bereits heute ist Berlin deutschlandweit einer der wichtigsten Standorte für Unternehmen der digitalen Wirtschaft. Unternehmen, die Programmiertätigkeiten, IT-Service-Dienstleistungen und IT-Beratungsdienstleistungen für ihre Kunden erbringen, sind in den letzten Jahren in der Hauptstadt besonders stark expandiert. Durch die Integration der IT-Leistungen können Industrieunternehmen ihre Geschäftsmodelle erweitern und größere Teile der Wertschöpfungskette selbst abdecken. Darüber hinaus können insbesondere die räumliche Nähe zwischen digitalen Dienstleistern und Industrieunternehmen in Berlin sowie Netzwerkstrukturen und die im Rahmen der seit Jahren betriebenen regionalen Clusterstrategie erworbenen Erfahrungen dabei helfen, diese Potenziale zu erschließen und so möglicherweise eine Entwicklung einleiten, die einer Renaissance der Industrie in Berlin gleichkäme.
