Altersarmut und Sozialpolitik: warum das Rentenpaket der Großen Koalition wenig zur Armutsbekämpfung beiträgt

Over the last few months there has been an intensive public debate about the pension reform of the grand coalition, which came into effect on July 1st. Reform projects in other policy areas - e.g. labour market policy, policy on gender equality or family policy - caught much less attention in respect of their effects on the retirement provisions. None the less they will influence the future possibilities of providing for one’s old age and also of the future benefits of the pension system. But these other policy areas should be included in the debate of the future pension system: Favorable preconditions for adequate retirement provisions have to be built also by the means of labour market policy, of policy on gender equality and of family policy. For it becomes more and more difficult to retroactively fix inadequate provisions for onesone’s old age because of longer periods of unemployment or family-related absence from the job with the help of the pension system alone. Obwohl sich die Zahl der Menschen, die Grundsicherung im Alter beziehen, seit Einführung dieser Transferleistung im Jahr 2003 beinahe verdoppelt hat, Ende 2012 bereits knapp 465 000 Ältere im Durchschnitt mit etwas mehr als 700 Euro pro Monat auskommen mussten und die Dunkelziffer der Nichtinanspruchnahme hoch ist, besteht weder in der Fach- noch in der Medienöffentlichkeit darüber Einigkeit, ob beziehungsweise in welchem Ausmaß gegenwärtig (Alters-)Armut existiert oder ob sie der Gesellschaft bis zum Jahr 2030 droht. Daher erörtert der Beitrag zunächst, ob eine „Reseniorisierung“ der Armut zu beobachten ist oder sich abzeichnet. Anschließend wird untersucht, ob die Rentenpolitik der CDU/CSU/ SPD-Koalition geeignet ist, das Problem davon betroffener Ruheständlerinnen und Ruheständler zu lösen oder wenigstens zu lindern.
