Анализ На Формирането И Прилагането На Бюджетни Политики, Осигуряващи Социално-Икономическото Развитие На Административнотериториалните Единици

Abstract

Основната функция на държавата в наши дни е да поддържа баланса на макроикономическите показатели в цялата страна и да предотвратява настъпването на финансово-икономически кризи в регионите, които имат приоритетна роля за формирането на новата икономическа система в Грузия. Обект на изследването е формирането и използването на бюджетната политика на Грузия. Един от най-наболелите проблеми е социално-икономическото развитие на териториално-административните единици. В резултат на изследването се доказва, че настоящият процес на радикална трансформация на икономическата и политическата система, целящ създаване на нова икономическа система и гарантиране на нейната ефективност, изисква мобилизация на огромни финансови ресурси, което е невъзможно без правилно функциониращ финансов механизъм. Това от своя страна изисква прилагане на адекватна финансова и икономическа политика. Правителството носи отговорност за осигуряване на финансово-икономическата независимост на отделите териториалноадминистративни единици. В заключение се дават предложения за различни форми на финансови механизми и лостове, които правителството може да използва за осигуряване и поддържане на териториален интегритет.
