Abstract

The article assumes that the system of multiple payers and the introduction of competition have a positive effect on health policy objectives. In the analysis of competition, the possibility to create conditions that determine the achievement of the assumed benefits is vital. The paper presents a catalogue of pro-competitive system characteristics, with particular emphasis on the role of regulation and information as determinants of the effectiveness of policies to reform the health care system.
