Del régimen antidrogas: un cambio de visión a partir de su incidencia en políticas públicas en Bogotá

Abstract

El consumo de sustancias psicoactivas es una proble- mática que enfrenta la sociedad en relación al abuso y los costos humanos, sociales, y económicos de estas sustancias, en un contexto creciente del aumento de las tasas de consumo en los jóvenes. En este sentido, se hará un análisis a través del régimen antidrogas, tratando de dar una visión de la incidencia de la política pública en Bogotá, la cual se formuló en el 2011, y que busca prevenir, mitigar y atender este fenómeno a partir de cuatro ejes operativos. Este artículo se hace con el fin de evidenciar cómo el Estado debe adoptar una política que abarque decisiones de permanencia, con una visión ante una política antidroga, así como demostrar porqué las políticas contra las drogas tienen pocos resultados satisfactorios y cuáles serían los efectos de otras iniciativas, ya que Bolivia y Perú tienen cultivos de coca bastante arraigados y los traficantes no surgieron sino en Colombia. The consumption of psychoactive substances is a problem that society faces in relation to the abuse and the human, social, and economic costs of these substances, in a growing context of the increase in consumption rates among young people. In this sense, the author makes an analysis through the anti-drug regime, trying to give a vision of the incidence of public policy in Bogotá, published in 2011, and which seeks to prevent, mitigate and address this phenomenon from four operating axes. This article is made in order to demonstrate how the State should adopt a policy that encompasses permanency decisions, with a vision of an anti-drug policy, as well as demonstrate why anti-drug policies have few satisfactory results and what would be the effects of other initiatives, since Bolivia and Peru have quite deep-rooted coca crops and the traffickers only emerged in Colombia.
