Educación y migración: de la desintegración a la rearticulación de capacidades. Apuntes para el caso mexicano

Abstract

En este artículo se analiza el factor educativo para profundizar en la correlación entre migración y desarrollo. El objetivo principal es examinar cómo la desintegración en el acceso a sistemas educativos con estrategias de desarrollo consiente un desequilibrio que complejiza la causalidad que, endógenamente, condiciona la migración de recursos humanos. Además, con ese fenómeno se extiende el ciclo reproductivo de recursos calificados y altamente calificados internacionalmente, cuando son relativamente marginados de los mercados de trabajo endógenos. Para interpretar los efectos de ese fenómeno se proponen los conceptos reinserción internacional de la fuerza de trabajo y rearticulación internacional de capacidades, que fortalecen la visión alternativa sobre la correlación migración-desarrollo.
