La crisis institucional de las localidades de Bogotá

Abstract

RESUMENEl deber ser de las localidades de Bogotá se encuentra en entredicho por el particular marco legal que las regula y la relegada posición que les endilga, administrativamente, el Gobierno distrital, mostrándolas como las figuras territoriales que aportan poco al desarrollo de la ciudad. Los procesos políticos, presupuestales y administrativos que relacionan la capital con sus localidades no contribuyen a garantizar su eficiencia en la prestación de servicios, lo que ha desvirtuado su papel como instrumentos de descentralización en la ciudad. Con un análisis crítico, se presenta el panorama institucional actual de las localidades, identificando algunos elementos que contribuyen a explicar su débil condición para cumplir las funciones legales que les competen. Senalando, por un lado, la importancia que merece el control fiscal, como mecanismo de apoyo a su gestión, y utilizando, por el otro, algunos ejemplos internacionales que han tenido éxito en la delegación de competencias, en varios niveles de gobierno como organizaciones del Estado, para garantizar el buen resultado de la función pública.******The duty to be of the towns of Bogotá is challenged by the legal framework that regulates and relegated position to the district government administrative, showing them as territorial figures, that contribute little to the development of the city. The political, administrative and budgetary linking the capital with their localities do not contribute to ensure efficiency in service delivery, which has undermined their role as instruments of decentralization in the city. We present a critical analysis of the current institutional landscape of the towns, identifying some elements that help explain his weak condition to meet legal duties incumbent upon them, noting the importance it deserves as fiscal control mechanisms and management support, showing some international examples, that have been successful in the delegation of powers to various levels of government and as models of state organization to ensure the success of the public administration.
