Evaluación de impacto de los programas de renovación de cafetales 2007-2011; efectos sobre la capacidad productiva de los caficultores colombianos

Abstract

Esta investigación estudia el efecto de dos programas para la renovación de cafetales en Colombia (Competitividad y Permanencia, Sostenibilidad y Futuro) sobre la estructura del parque productivo entre 2007 y 2011. Utilizando datos del sistema de información SICA de la Federación Nacional de Cafeteros, se realizan estimaciones mediante diferentes técnicas de evaluación de impacto como Diferencias en Diferencias, Diferencias en Diferencias Emparejadas y Regresión por Cuantiles de los efectos de los programas sobre la estructura del parque medida por densidad de siembra, edad del cultivo, área tecnificada y área total sembrada en café. Los resultados muestran que los programas de renovación han incentivado un cambio en la estructura del parque cafetero, la cual expande la frontera de posibilidades de producción de los caficultores colombianos. En particular, los resultados muestran un mayor efecto de los programas en aquellos caficultores que tienen menores niveles de tecnificación en sus cultivos. Abstract. This article investigates the effect of two coffee plants renovation programs (Competitividad and Permanencia Sostenibilidad y Futuro) over the production structure of the Colombian coffee growers between 2007 and 2011. Using data from the Coffee Growers Federation information system SICA and through some impact evaluation techniques such as Differences in Differences, Differences in Differences Matching and Quintile regression I show that both programs had a positive effect over the coffee plantations measured as planting density, trees age, technified coffee area and total coffee area. The results provide evidence to support that such renovation programs are generating a transformation on the coffee plantation, which expands Colombian coffee grower´s production possibility frontier. Particularly, the results show higher effects on those coffee growers with lower levels of technology on their production system.
