    RESUMENEl objetivo de este documento es reseñar las metodologías utilizadas y los resultados obtenidos en cuanto a la medición del impacto del costo de seguridad social sobre el empleo y posteriormente, describir la teoría y metodologías técnicas que permitan evaluar los incentivos de los agentes (firmas y personas) para realizar las contribuciones a la seguridad social.Para poder cumplir tal objetivo, este esquema se divide en 5 secciones, siendo la primera esta introducción. En la segunda sección se presenta el marco conceptual propuesto para analizar el esquema de incentivos de los agentes (firmas y personas) para realizar dichas contribuciones. En la tercera sección se analiza en detalle el esquema de incentivos de las personas encuanto al aseguramiento en salud, finalmente, a manera de conclusión, se mencionan los elementos de un mecanismo de aseguramiento óptimo. ABSTRACTThe aim of this document is to outline the used methodologies and the results obtained as for the measurement of the impact of the cost of social security on the employment and later, to outline the theory and technical methodologies that allow to evaluate the incentives of the agents (signatures and persons) to realize the contributions to the social security.To be able to fulfill such an aim, this scheme is divided in 5 sections, being the first this introduction. In the second section is presented the conceptual frame proposed to analyze the scheme of incentives of the agents (signatures and persons) to realize the above mentioned contributions. In the third section it is analyzed in detail the scheme of incentives of thepersons as for the insurance in health and finally as a conclusion, the elements of a mechanism of ideal insurance are mentioned.RESUMOO objetivo deste documento é resenhar as metodologias utilizadas e os resultados obtidos a respeito da medição do impacto do custo de segurança social sobre o emprego e posteriormente, resenhar a teoria e metodologias técnicas que permitam avaliar os incentivos dos agentes (firmas e pessoas) para realizar as contribuições à segurança social. Para poder cumprir tal objetivo, este esquema se divide em 5 seções, sendo a primeira esta introdução. Na segunda seção se apresenta o marco conceitual proposto para analisar o esquema de incentivo dos agentes (firmas e pessoas) para realizar tais contribuições. Na terceira seção se analisa em detalhe o esquema de incentivos das pessoas sobre a garantia em saúde, finalmente a maneira de conclusão se mencionaos elementos de um mecanismo de garantia ótimo.RÉSUMÉLe but de cet article est de décrire les méthodes utilisées et les résultats obtenus en termes de mesure de l´impact du coût de la sécurité sociale sur l´emploi et ensuite, en revue les théories et méthodologies techniques pour évaluer les incitations des agents (entreprises et particuliers) à verser des contributions de sécurité sociale. Pour atteindre cet objectif, ce schéma est divisé en cinq sections, la première en étant l´introduction. Dans la deuxième section présente le cadre conceptuel proposé pour analyser le système d´incitation des agents (entreprises et particuliers) à faire de telles contributions. Dans la troisième section, s´analyse en détail le système d´incitation pour les personnes en matière d´assurance santé et en guise deconclusion, enfin énuméré les éléments d´un mécanisme d´assurance optimale.
