Modelo para regular la movilidad laboral: instrumento para el logro de equidad y estabilidad económica

Abstract

En este trabajo se hace un ejercicio de aplicación de una política de regulación de movilidad laboral mediante decisiones de carácter administrativo como instrumento para alcanzar objetivos de política económica. Para ello, se propone un modelo determinístico con base en un marco teórico heterodoxo, que permite regular la movilidad laboral de inclusión-exclusión en las nóminas del sector público y cuyos efectos se traducen en mayor estabilidad, en variables como el crecimiento de la economía y el desempleo. Además, se presentan evidencias de simulación con datos de la economía colombiana que permiten concluir que el instrumento disenado puede ser útil para moderar sistemáticamente los ciclos económicos de coyuntura.
