Abstract

El autor, luego de analizar los fundamentos del Plan Nacional de DesarrolloHacia un Estado Comunitario", examina la existencia de una definida políticade desarrollo territorial en el documento gubernamental, encontrandoque sólo se perfilaron algunos elementos, más referidos al ordenamientoterritorial y a la descentralización. La ausencia de una política territorial(regional) de desarrollo es evidente en el modelo oculto que el actual Gobiernose ha empenado en promover. De allí, que los desequilibrios regionalesexistentes en Colombia, en lugar de atenuarse tiendan a persistir.________ABSTRACT:The author, after analizing the fundaments of the National DevelopmentPlan "Toward a Communitary State" examines the existence of a definitedterritorial development policy in the govermental document finding on itthat only some element are cleanout, more refered to the territorialarrangement and to the decentralization.The abscense of a territorial development policy (regional) is evident in thehiddent model that the present goverment wants to promote. So, the regionalembalances exist in Colombia, instead of persisting they are firm."
