Instituciones políticas y presupuesto público: el caso de Colombia, 1990-2003

Abstract

Este ensayo vincula evidencia empírica de los presupuestos públicos con algunos hábitos políticos (instituciones informales) en Colombia. La primera parte es teórica y precisa los conceptos de instituciones, reglas fiscales y clientelismo. La segunda resena algunos estudios empíricos que conectan las instituciones coloniales con el desempeno económico. En la sección tres se presentan estadísticas presupuestarias en apoyo de hipótesis sobre las lógicas políticas que gobiernan las negociaciones en el Congreso colombiano. Finalmente, evaluamos las consecuencias de este juego político sobre los objetivos presupuestarios.
