Abstract

La evaluación del impacto constituye un momento determinante dentro del ciclo de proyectos de desarrollo. Se propuso una metodología orientada a evaluar, desde un enfoque integral y sistémico, cómo se percibe el impacto de proyectos de desarrollo local de tipo económico en las dimensiones del desarrollo territorial. Se utilizaron criterios de evaluación contextualizados a exigencias de la gestión de proyectos e incluyó el análisis de la concertación de los actores implicados, considerando retos y objetivos estratégicos desde una perspectiva territorial. La concepción metodológica contribuye a fundamentar planes de acción para mejorar problemáticas identificadas en la evaluación. ****** Impact evaluation is an important moment in the development project cycle. A methodology is proposed aimed at evaluating, based on a comprehensive and systemic approach, how the impact of local economic development projects is perceived in the dimensions of territorial development. Evaluation criteria contextualized to the requirements of project management are used and the analysis of the agreement of the actors involved is included considering challenges and strategic objectives from a territorial perspective. The methodological conception contributes to substantiate action plans to improve problems identified in the evaluation.
