Zur Entwicklung der Pflegegeldausgaben in Österreich: Eine empirische Bestandsaufnahme

Abstract

Die Einführung des steuerfinanzierten Pflegegeldes im Jahr 1993 stellt einen Meilenstein in der sozialpolitischen Entwicklung in Österreich dar. Von verschiedenen Seiten wird allerdings eingewandt, dass die mangelnde Anpassung des Pflegegeldes an die Preisentwicklung dazu führt, dass der reale Wert des Pflegegeldes im Zeitraum 1993-2015 markant gesunken ist. Die Ausgaben für Pflegegeld haben sich im Beobachtungszeitraum um 57% erhöht. Rund 2/3 dieses Anstiegs kann mit dem Anstieg der Pflegegeldempfänger erklärt werden, 21% des Anstiegs resultieren aus dem Anstieg der Pflegeintensität, nur 11% des Anstiegs sind auf tarifliche Änderungen zurückzuführen. Für die Entwicklung des realen Wertes des Pflegegeldes können in Abhängigkeit vom verwendeten Preisindex nur Streubereiche angegeben werden. Die empirische Analyse ergibt einen realen Wertverlust des Pflegegeldes zwischen 25% (Referenz VPI) und 45% (Referenz VPI – ausgewählte Leistungen der Gesundheitspflege). Die Pflegepolitik bzw. -finanzierung steht in der Zukunft daher vor einer doppelten Aufgabe. Sie muss einerseits die in unmittelbarer Zukunft stark steigende Pflegebedürftigkeit alimentieren, und sie muss andererseits durch überdurchschnittliche Tariferhöhungen des Pflegegeldes dafür Sorge tragen, dass die Kaufkraft des Pflegegeldes erhalten bleibt.
